Recently, the Municipal Agriculture and Rural Committee compiled and issued the document "Tianjin Facility Agriculture Development Plan for the 14th Five-Year Plan", claims by 2025, our city will develop 1 million mu of facility agriculture. In order to complete this task, it is urgent to introduce a large number of agricultural talents. Therefore, our city has formulated and implemented preferential measures to attract talents from other provinces and cities, including: facility agricultural enterprises can enjoy the policy of "Haihe Talents" by introducing relevant talents from other provinces and cities.

According to the implementation plan, vocational colleges (including technical colleges) in our city are encouraged to train skilled labors for facility agriculture demonstration parks and relevant enterprises, thus help rural industries revitalize. All college graduates, professionals and skilled labors are encouraged to innovate, start businesses and develop employment in facility agriculture demonstration parks. According to the regulations, supporting policies such as tax reduction and exemption, start-up loans and interest subsidies are given, with more preferential policies in terms of settlement, housing security, professional title evaluation, and enrollment of children of high-level talents. For the talents introduced by enterprises related to facility agriculture in our city from other provinces and cities, those who meet the requirements can enjoy the policy of "Haihe Talents".
